Emily Murphy

Emily served as the Administrator of the General Services Administration (GSA) from 2017 - 2021, increasing GSA sales by over $20 billion. Previously, she was GSA’s inaugural Chief Acquisition Officer (CAO) from 2005-2007. Additionally, she served as the Acting Associate Administrator for Government Contracting in the Small Business Administration. During nine years of service in the House of Representatives, she held multiple policy and leadership roles on the Committee on Small Business and the Committee on Armed Services. In these roles, she drafted over 100 policy provisions that ultimately became law. Emily has also served as the General Counsel and head of operations for a government contractor, and practiced government contracts law with two DC firms.

Rebecca Pselos

Rebecca has over a decade of federal experience in shaping policy through oversight, legislative, and regulatory functions from her service at the General Services Administration (GSA), NASA, and the Government Accountability Office. She also has experience advising companies on how to reach federal customers through a wide range of contract vehicles and ensuring companies are planning for contracting requirements related to supply chain and cybersecurity. This includes helping clients navigate GSA Schedules, Small Business Innovation and Research (SBIR) program, and FedRAMP for cloud offerings.

Rob Borden

Rob brings over 30 years of experience in the legislative and executive branches. He served as Chief of Staff at the General Services Administration (2018-2021) and the Postal Regulatory Commission (2022-2025). On Capitol Hill, he held senior roles for the Speaker of the House, two Majority Leaders, and multiple House committees, including Oversight, Education and the Workforce, and Budget. His policy expertise includes federal acquisition and management, civil service, IT and data laws, postal and education policy, the Davis-Bacon and Service Contracts Acts, and federal budgeting and appropriations.

Tom Howder

Over the past four decades, Tom has held leadership roles across nearly every major acquisition program within the General Services Administration’s Federal Acquisition Service (FAS) and is recognized governmentwide for his acquisition policy and management expertise and collaborative approach with industry, government agencies, and other stakeholders. Prior to joining GPS, he served as the Acting Commissioner of FAS. In this position, Tom oversaw the delivery of more than $100 billion of products, services, and solutions that enable federal agencies to efficiently accomplish their missions while saving taxpayer dollars. Tom has also held the positions of Deputy Commissioner of FAS from 2018-2025 and Assistant Commissioner for the Office of Assisted Acquisition Services from 2016-2018.

Tracy Marcinowski

Tracy is a proven leader in federal acquisition and procurement transformation, with over 25 years of experience optimizing multi-billion-dollar acquisition programs. As Assistant Commissioner for Acquisition at GSA’s Public Buildings Service, she led a $7 billion acquisition portfolio and a nationwide workforce of 800+ professionals, driving policies and automation solutions that increase efficiency and cost-effectiveness.  Her leadership spans key roles at the Department of Veterans Affairs, U.S. Coast Guard, and U.S. Air Force, where she led enterprise-wide acquisition reform, strategic sourcing, and policy development. Clients benefit from Tracy’s long commitment to maximizing resources, enhancing automation, and modernizing acquisition as she advises on how they can also shape the future of federal procurement, ensure efficiency and provide value to government agencies.

Jessica Salmoiraghi

Jessica brings nearly 20 years of experience focused on government contracting and procurement issues before Congress and the Executive Branch. She currently is Senior Director of IT Modernization and Procurement at the BSA | The Software Alliance. In this role, Salmoiraghi leads BSA’s advocacy with the U.S. federal government on IT modernization and procurement issues affecting the enterprise software industry. Most recently Jessica served as Executive Vice President of Shared and Managed Services at Golden Key Group where she helped redefine their business development strategy and secured over $50 million in contracts. She has also served as a former CAO and Associate Administrator for the General Services Administration.

With over 30 years in the federal government and experience across multiple agencies, Amy understands how to implement and manage complex programs related to procurement, financial assistance, technology, data transparency and shared services. While at General Services Administration (GSA), she served as Assistant Commissioner for the Integrated Award Environment (SAM.gov) and as the Deputy Assistant Commissioner for Acquisitions, within the Office of Information Technology Category. Amy also served as Acting Director of GSA’s Quality Service Management Office for Civilian Human Resources Transaction Services and the NewPay Program Management Office. Prior to GSA, Amy was the Deputy Chief Information Officer for Enterprise Services at the Department of Health and Human Services and the Deputy Assistant Secretary for Grants and Acquisition Policy and Accountability.

Karen Link

Karen is a highly accomplished executive with extensive experience in federal government policy and operations. She has served in a variety of critical executive roles, including as the Chief of Staff for the GSA’s Federal Acquisition Service (FAS) for five years, where she directed all executive operations for the Office of the Commissioner. In this role, Karen played a pivotal role in overseeing the delivery of over $100 billion in products, services, and solutions to government agencies annually, and distinguished herself as a trusted advisor to agency executive leadership.

Dr. Rodney Couick

Rodney is a nationally recognized expert in the Small Business Innovation Research (SBIR) and Small Business Technology Transfer programs, focused on commercialization and expanding the U.S. industrial base. Recently retired from the General Services Administration (GSA), he served as the program advisor and policy lead for Phase III contracting and helped establish GSA as a top assisted acquisition provider for Phase III awards—approximately 120 contracts with nearly $18 billion in total ceiling value. He previously served as Director of Assisted Acquisition Services for GSA’s Great Lakes Region, growing the portfolio to roughly $1B in annual obligations. Before GSA, he spent nearly 29 years in the Air Force as a defense acquisition professional, leading work across the acquisition lifecycle. His contributions were recognized with the Small Business Technology Council’s Champion of Small Business Commercialization Award (2018) and the SBA Tibbetts Award (2020).

Taylor Burks

Taylor has demonstrated experience supporting federal government initiatives, specializing in data analysis, reporting, and strategic communication. She has worked extensively with clients within GSA, with a primary focus on the FedRAMP program. In this role, Taylor led external communications efforts, coordinated stakeholder engagements, and ensured internal alignment through clear and consistent messaging. She is dedicated to identifying customer needs, spearheading initiatives, and optimizing processes to enhance efficiency and elevate quality. Since joining GPS, Taylor has focused on providing support to software OEMs as they navigate procurement reform, FedRAMP strategy, and federal market intelligence related to governmentwide contracts.
